Update: in VHF, playing with settings a bit, i could tune in a decent signal, using noise reduction even better.

if the transmitter can keep going with an SWR of 3:1, losses to it will be low anyway.
SWR is just SWR. Many antennas that are good antennas may have SWR that is higher than poor antennas.
