A push walker (like a trolley or wagon) is useful when they are starting to walk.
I would just return it for safety reasons.
They apparently need this stability first before walking on their own.

I actually didn’t realize they made them anymore, but based on the comments it looks like they still exist.
Jumpers put hips into external rotation which isn’t fab as the hip joint is still quite shallow in shape.
We put all the work in of fixing her joints, we didn’t want to set her back.
Containers which prop babies up aren’t great for development.
Babies standing on toes in walkers is harmful
babies often stand on their toes when using jumpers and activity centers, which is bad for leg and hip development.
Containers can delay walking development
I have also seen children who weren’t able to walk after spending a ton of time in containers.
