I'd opt for an activity centre, as, even though it's not great for development, it's definitely better.
For one, its not actually beneficial to help them walk, and the safety risk makes them not worth it.
They are great for containing baby and keeping them happy and safe when you have to step away from them.
The general advice is to limit the amount of time baby spends in 'containers'.

it just took up a lot of space and was maybe used for an hour a week for about 3 months and then it was never used again because he'd outgrown it.

Honestly I think it’s weird how obsessed people are about babies being advanced in development.
The activity center is better for their development.

I believe it’s only bad if you leave your baby in them for extended lengths of time.
My daughters physical therapist said it's ok to use them for short times, like if you need to do dishes, or go to the bathroom.
We do need to be mindful of how much time babies spend in them because babies benefit greatly from natural movement.
