I'm looking at Neewer 400w kits on Amazon and I'm wondering if this is too budget or if it'll be a good starting point.

Strobes/flashes are almost always daylight balanced, and you can't adjust color temperature.
Usually they're only set to output daylight temperature light.
The strobe light has a constant colour temperature.
Inconsistent quality due to being rebranded gear
Neewer strobes can often be "mystery meat" strobes, because Neewer isn't really a manufacturer, they're a rebrander of gear from a number of different Chinese companies.

get the Flashpoint lights from Adorama. They're Godox lights, just better warranty.
Neewer might get there one day, but Godox keeps getting better and adding more products to their lineup.
Godox, on the other hand, does interoperate within the Godox system.
