While it’s certainly not an issue that they rose, it is also not a bad sign for cupcakes not to rise with a top. Usually it comes down to oven temp, a different recipe, or simply not filling the wells as much.
There shouldn't be anything wrong with them at all. If you're looking for that aesthetic flat top though, you may want to either turn your oven down a little, or triple check your ingredients are at room temperature before you start.
